McGee registered a great two-year career on the football field for the West Texas State Buffaloes from 1981-82. His junior season saw the Buffs go 7-4 to claim the best record for the program in over a decade as McGee was named the Missouri Valley Conference Newcomer of the Year, passing for 1,035 yards and 11 touchdowns to lead the MVC.

The 1982 campaign saw WTSU rank top-five nationally with over 3,224 passing yards to go along with 20 touchdowns. McGee sits ninth on the all-time passing list for the Buffs, throwing for 4,259 yards and 31 touchdowns during his two-year career as he also sits 10th on the school's total offense list with 4,307 total yards.

The Longview, Texas native was inducted into the Kilgore College Hall of Fame in 2018, claiming a pair of Conference Titles with the Rangers before transferring to West Texas State. Following his collegiate career, Victor played in the Canadian Football League with the Edmonton Eskimos.
