Rodriguez was a four-year standout on the hardwood for the West Texas State Buffaloes from 1970-74. He was named an All-Missouri Valley Conference selection while also serving as a member of the MVC All-Star team who traveled throughout South America.

Following his collegiate career, Rodriguez played semi-professional basketball with Aguascalientes while also starring for the State of Nuevo Leon Quintet and led the team to the Mexican National Championship. He was the team's leading scorer and named the National Tournament's Most Valuable Player.

The San Antonio native was selected by the Mexican Olympic Committee to participate in the 1976 Olympic Games in Montreal, Hector would average 8.3 points and 4.2 rebounds per contest as Team Mexico finished eighth overall. Mexico City's "EI Heraldo" newspaper named Rodriguez as the country's top basketball player.
